This is a very pretty orange lustre biscuit jar made by the Moorcroft Pottery of Burslem, Stoke-On-Trent, England.  The silverplate work was done by William Hutton & Sons trademarked with the Cross Arrows.  The jar is impressed on the bottom with "Moorcroft".
